Accessed in Appearance → Customize → Header Settings → Top bar.
It is for horizontal header only.
Here you can set upper part of header. You can set almost every color of it here. Also you can choose to use Message or Use menu from Alternative short top bar menu position. It is useful for bigger sites.
This is also part that we choose for Language switcher if you use WPML plugin.
